Credit Card declined; asking for state for international order?

Client had a customer email him saying that he couldn’t complete a purchase because the credit card was declined. Here’s the error message:

Your credit card was declined: There’s an error with this transaction. Please enter your state in the billing address.

The thing is, the card was issued by a bank in Mexico. Not sure why the state would be required here. Any ideas?

Site is running EE 1.7, CT 1 (.9501).

Guess it isn’t just limited to Mexico - a Canadian customer had the same issue. So it may be all international orders. :/

I did some research and I can’t find a definitive answer in the PayPal API docs. (Not surprising!) I’m going to have to check with Newton and see if he knows the answer, he knows PayPal better than I do.

I think….if a Canadian order you have to collect their province as the state.

Hm, ok. I should mention that I do have an option for the state with an empty value:

<option value=”“>———-</option>

Not sure if that makes a difference or not.
